Surupa Gupta, Associate Professor of Political Science and International Affairs, co-authored (along with Dr. Sumit Ganguly of Indiana University) an op-ed titled “Modi Bets the Farm” on India’s latest dispute with the World Trade Organization. In July, India refused to sign the accession protocol on a recent agreement that attempts to simplify customs rules. This is the first such multilateral agreement adopted by the WTO membership since the institution’s inception in 1995. Although this has generated hostility towards India from various quarters, we argue that compelling domestic and international factors shaped India’s decision to withhold its signature.
