Follow up to UMW Parking Changes

 UMW Faculty, Staff and Students,

This message is a follow up to last week’s email that explained WHY changes will be occurring to UMW’s parking, effective January 2018. Today’s message addresses HOW we plan to address the proposed changes by the City of Fredericksburg.

Studies were done by our parking professionals earlier this fall to determine parking lot usage. There are numerous spaces generally available in the William Street lot and in the Alvey parking deck. Additionally, we have capacity in the Battleground lot (by the soccer field) and on Hanover Street (which is outside the planned ‘resident only’ parking restrictions in College Heights). There are also a limited number of spaces in the Eagle Landing parking deck (this deck requires a fob to enter).

We plan to open the Sunken Road gate and run a shuttle for two hours in the mornings and afternoons (times TBD based on needs) from the Alvey parking deck and Battleground lot down College Avenue, making three stops (behind GW, at the UC, and at duPont). There will be no cost to anyone to ride the shuttle.

Additionally, we are in conversations with the Fredericksburg Bus System about adding other routes to assist us.

Many faculty, staff, and students have reached out to the Mayor and City Council members to express their concerns about the new parking regulations. President Paino continues to work with the City Manager on a compromise. We are hopeful that not all of the regulations will be enacted, but are making plans in case no compromise is reached.

Check out the Parking Management website for updates. If you have questions, please contact Lynne Richardson, Chair of the Task Force, at lrichar2@umw.edu

Thank you for your patience.

Faculty/Staff/Contractor/Vendor Decal Re-Registration 2015

Faculty and Staff decals expire – July 1, 2015
Contractors/Vendors decals expire – July 31, 2015

UMW employees may re-register all current vehicles through the Eaglenet Portal beginning Monday March 2 – June 30, 2015. Contractors will have until July 30, 2015 to re-register.

Note: If a decal was requested and received after January 6, 2015, it is the new decal (oval shape) and is valid thru July 1, 2017. Once a new decal has been issued for a vehicle, the old decal will be invalid.

To request a decal through Eaglenet, follow these steps: Click on Banner Self Service, Select Personal Information, and then click on Parking Management System.

Any group needing assistance should contact Robin Jones, (540) 654-1129.

Parking Deck Designation Change

Beginning immediately, the University is issuing a change of use in the Alvey Drive parking deck.

  • Level #4 (top level) of the parking deck will be reserved for campus visitors only (there is no longer any Faculty/Staff parking on level #4).
  • Levels #1-3 will be available for all UMW registered vehicle (as is the status of the surface lots beyond the deck).

Deck painting and signage will be updated shortly to reflect these changes. Questions? Call (540) 654-1129 or email Robin Jones at rjones@umw.edu.

Check Your UMW Parking Decal

All employees are asked to check their UMW parking permit decal – if you have a decal that expired in July, 2010 you need to request a new decal.

Updating your information and requesting your complimentary parking decal is easy and can be accomplished 24/7 from the comfort of your office or home – there is no need to go to Brent Hall and wait for window service.

Parking permit decals for employees are issued free of charge and you may have one for each vehicle you bring to campus on a regular basis.

Via EagleNet, select the Banner Self Service tab.
Once the page opens, select Personal Information and from the drop down list select parking management system.
Click on ‘purchase a parking permit.’ Remember, although the terminology reads “purchase” we do not charge employees for parking permits.
This will bring up a table with all the vehicles you currently have registered with the UMW Parking Services Division.
Select the tab at the bottom of the page titled “continue.”
Under “select the type of permit to purchase” select “Faculty/staff $0.00” from the drop down list. For the majority of employees, this will be the only selection available on the drop down list. Then, select continue at the bottom of the page.
The next screen you see allows you to update your vehicle listing. You may select the vehicles which you wish to register and you may also add new vehicles to the listing.
Your new decals will be sent to your office via campus mail.
If you have vehicles you wish to delete from the list or if you have questions regarding the process in general please contact Mr. David Sing, Parking Services Supervisor, at x1129 or via email to dsing@umw.edu.

Eagle Landing/Eagle Village Parking Information

On 10/1, the management of Eagle Landing will begin enforcing towing of vehicles parked in the lots overnight as well in cases of flagrant violations of the agreed upon parking uses.  This is applicable to every single person at UMW and is important that everyone understand and abide by the agreements in place.

For ALL UMW community members:

  • All surface parking spaces behind and next to Eagle Landing, the first two floors of the parking garage and all surface spaces in the Eagle Village retail lot are intended for retail and office clients and office staff ONLY.  These are NOT UMW parking spaces.
  • Anyone parking in the surface lots who is not a retail customer will be towed at the owner’s expense.  Additionally, all cars parked overnight in the Eagle Village development will be towed at the owner’s expense.

For students residing at Eagle Landing:

  • All Eagle Landing residents with vehicles must purchase a UMW parking decal. There are two options:
    • ELEV Parking Garage levels 3, 4 and 5 – Green Decal
    • UMW Campus Parking – Yellow Decal
  • Parking for guests of Eagle Landing residents is located on the north side of the Eagle Landing building. Residents are not permitted to park in these spaces.

What this means:

  • EL students should only be parking in the ELEV deck (3,4,5 floors) or, for those with yellow decals, in UMW parking lots on campus.
  • Eagle Village (shopping center, retail space and offices of the multi-use building) extends from the south end of the complex where the Hair Cuttery and the US Post Office are located all the way around to the Multi-Use Building and includes every portion of the lot around/between such.
  • Unless you are patronizing one of the establishments (Giant, Post Office, Hair Cuttery, etc.) you should not park in the lot.  Patronizing an establishment means you park your vehicle and go into one or more of the establishments to conduct business and then depart from the lot when your business is completed.  It does not mean, for instance, parking at Giant, running in to get a salad and then leaving your vehicle parked in the lot while you walk over to campus or go to visit friends residing at EV.
  • You can and most likely will be towed if you park at EV and then depart to campus or go to  Eagle Landing.
  • Info on Towing:
    • $65 for the initial tow fee;
    • $20/day for every day past the first 24 hours that your car is in their lot;
    • $150 fee if the vehicle is left for 3 days or more.
    • Towing is done by Patriot Towing, 540-373-2220. The lot where cars are held is an unattended lot. You will need to contact Patriot to arrange for a pick-up time. Depending on circumstances, it could be 15 minutes to 2 hours before someone will be available to meet you at the lot.
    • CASH ONLY. Credit cards and checks are not accepted for towing fees.

IMPORTANT!

  • Anyone parked on the first or second floor of the parking deck needs to move their car. The gates to the parking deck entrance will be activated on Monday, September 27 and any vehicle left inside will be ‘trapped’ if the owner does not have the appropriate gate operating device which is given only to those who are authorized to park in that garage or are a member of the staff of the Multi-Use Building.
  • Students residing at EL who have paid to park in the ELEV garage, must move their cars to the 3rd, 4th or 5th level. Towing will be done from the first and second levels.
  • Towing is done by a private company not contracted by or connected with UMW. UMW cannot intervene, stop them from towing, get your car back for you or assist in having the towing fees waived if you are towed. From the Offices of Public Safety/Parking Services and Residence Life
