Dolby To Talk About Dinosaurs
On Saturday, February 10, 9:30 a.m. to 12 p.m. Andrew Dolby, a nationally recognized ornithologist, demystifies the evidence supporting avian evolution and pre-avian dinosaurs. He poses an interesting question and offers some background:
Tyrannosaurus Rex at my bird feeder? It may be hard to fathom that the chickadee at your feeder is close kin to the mightiest predators to ever roam the earth, according to River Country News. However, biologists have long suspected a historical relationship between dinosaurs and birds. Evidence supporting such links between animal groups can be difficult to find, but over the last two decades, troves of new fossils and a variety of new laboratory techniques have been rapidly piecing together the origins of birds. Can we settle the question: are birds dinosaurs?
Dolby, University of Mary Washington’s (UMW) Department of Biological Sciences, will review the evidence for this fascinating evolutionary story in an illustrated presentation and field observation. Dr. Dolby has been a UMW faculty member for 18 years and teaches courses in ornithology, ecology, and evolution. Additionally, he leads field trips to the Galapagos Islands and Panama and conducts field research on birds. Abuse of UMW email system
The following message is sent from the Office of the University’s Chief Information Officer.
UMW policy restricts the use of UMW email distribution lists. However, due to a configuration error, this restriction was not in effect last night. As a result, a list was used to disseminate spam and other inappropriate messages to some UMW students. This act is a potential violation of both UMW’s Network and Computer Use Policy and the student Code of Conduct. Policy further stipulates that University computer resources are to be used only for legitimate academic or administrative purposes.
The UMW IT Department is working to ensure appropriate restrictions have been restored. The University will also determine whether further action should be taken regarding students who willfully misused the system.
2018 Federal Withholding Tax Changes
The following message is from the Office of Administration and Finance:
The IRS released Notice 1036 on Thursday, January 11, 2018. This notice provides information regarding the new 2018 Percentage Method Tables for Federal Income Tax Withholding. The new tables reflect the increase in the standard deduction, repeal of personal exemptions and changes in tax rates and brackets. They are designed to work with existing W-4 forms already on file; however, the IRS is working on revising the Form W-4 to reflect additional changes in the new law, such as changes in available itemized deductions, increases in the child tax credit, the new dependent credit and repeal of dependent exemptions.
The IRS also plans to have a new withholding tax calculator available on their website by the end of February. The calculator and new Form W-4 can be used by employees who wish to update their withholding in response to the new law or changes in their personal circumstances in 2018. Payroll will continue to use the 2017 W-4 until the new one has been published. At that time the Payroll website will be updated with the new Form W-4. Employees with specific questions related to personal tax liability should seek advice from tax professionals.
The new taxes will be in effect with the 1/19/18 biweekly pay date (part-time) and the 2/1/18 semi-monthly (full-time) pay date.
The state’s payroll system has been updated to reflect the following changes:
- The flat tax rate on supplemental wages up to $1 Million has been changed from 25% to 22%.
- The annual amount to add to a nonresident alien’s taxable wages prior to calculating withholding has been increased from $2,300 to $7,850.
- The withholding allowance per exemption has been increased from $4,050 to $4,150 (annually)
- The Single (including Head of Household) and Married tax tables have changed.

Greetings UMW Campus Community,
Welcome to all faculty, staff, new and returning students. The Parking Management office is located in Lee Hall and is responsible for ensuring the safe and efficient use of all parking resources throughout the campus.
As an added safety measure, UMW Campus Police provides escort services beyond the daylight hours and to students with mobility issues needing assistance. Please call 540-654-1025 to request service.

Parking on Campus
Vehicles parked on campus must be registered and display a valid decal or temporary dash pass and be parked in a lot that corresponds with the decal designation. Reserved spaces and restricted lots are enforced at all times.
Commuters, faculty and staff with appropriate decals as well as University visitors are permitted to park on College Avenue. The parking website offers guidance on seeking a “parking pass” for overnight and frequent campus guests.
Permits: Parking permit applications are available for eligible students and all faculty and staff through Self-Service Banner and also by visiting the Parking Management office located in Lee Hall to get a parking permit.
Parking Lot Designation: A listing of all lots and their designation may be found on the Parking website (includes guidelines for the UMW Parking Deck).
Eagle Landing Parking : Residents of Eagle Landing who have purchased a parking decal will need to register with the Eagle Landing front desk after move-in to receive their RFID (garage door opener). These students have 24/7 access to the enclosed deck parking on floors 3-5 of Eagle Landing parking garage. Eagle Landing guest spaces are for registered guests with guest passes available from UMW Parking Management, UMWPD, and the Eagle Landing Front Desk.
Note: Eagle Village is private property and parking on the surface lots around shops and restaurants is for tenants and customers of Eagle Village businesses only. Towing in these locations is enforced.
Parking in nearby Commercial & Residential areas: Students and faculty/staff members are cautioned not to park their vehicles in nearby commercial parking lots or residential communities while on campus. The City of Fredericksburg and Commercial Businesses restrict parking to patrons or residents within designated city blocks. Violators are subject to fines and towing by City of Fredericksburg.
Enforcement: To ensure the availability of safe parking and the efficient use of the parking resources, all parking regulations are enforced on a year-round schedule; enforcement will begin Wednesday, January 17, 2018. All vehicles parked on the UMW campus must be registered with Parking Management and a Decal must be present on vehicles. The university has been granted the authority under the Code of Virginia Sections 23-9.2:3, and 2.2-4800 to issue citations and collect fines.
