A Message From President Troy Paino
Dear A/P Faculty, Classified, and Wage Employees,
Every job at UMW has a purpose, and the work you do every day is important; it is therefore important to UMW that employee salaries are fair and competitive. To that end, we had a market study conducted last year in order to understand the differences in compensation between UMW and comparable public and private sectors. Each job was assigned a grade based on the details of the job description, or EWP.
After reviewing the results of the market study, I am pleased to announce that we have allocated $300,000 toward staff salary adjustments. These adjustments will bring all classified and wage staff salaries above the state minimum salary for each grade, and to at least 90% of the UMW minimum for each job, which is called the sub-band minimum. These adjustments will bring all A/P Faculty salaries to at least 80% of the market midpoint.
Salary adjustments will be made for classified and wage employees whose salaries fall below 90% of the sub-band minimum, which will result in 102 adjustments.
Salary adjustments will be made for A/P Faculty whose salaries are below 80% the market midpoint, resulting in 18 adjustments.
Additional information, including a list of FAQ’s, will soon be provided by Human Resources. You will also receive an email from Human Resources the week of September 10 that will include information about your title, job grade and whether or not you are eligible for an adjustment based on your current compensation. Salary adjustments will appear in the paycheck dated September 28.
Thank you for all you do for UMW; the actions described above are a positive first step toward bringing UMW salaries to a more competitive level, and I assure you we are continuing to look at compensation as we move forward.

City Parking Changes Will Impact UMW Beginning August 16
As a reminder, the Fredericksburg City Council passed some ordinances in late June that will impact UMW employees and students effective August 16, 2018. The areas affected around the UMW campus are shown in the attachments.

A Resident Permit Parking (RPP) program is being implemented in the College Heights, College Heights South, and College Terrace neighborhoods. In order to legally park on streets designated as RPP (as noted by signage) Monday thru Friday, 7 a.m. to 7 p.m., cars must display a resident permit sticker (in College Terrace the hours are 8 a.m. to 7 p.m.). See the sign above regarding this.
While the UMW side of College Avenue will remain open parking, the College Heights side will be RPP except for the area between Dandridge and Rowe, which will be 2 hour parking only (there is an actual sign from this area attached). The blocks in front of UMW properties on College Avenue (e.g., between William and Buckner and in front of the Steam Plant) will remain open parking. In College Terrace, there will also be 2-hour parking except by permit, Monday-Friday 7 a.m. to 7 p.m. See the attached maps for clarification.
Additionally, the Sunken Road gate that leads to the parking lots below Woodard and Mercer (that is normally closed!) will now be open Monday-Friday between 7:30 a.m. and 6:15 p.m. during the academic year. Therefore, it will not be open during summer term or when UMW is closed.
Please review these changes in light of where you normally park and plan accordingly.

Call for UMW Social Media Directory Updates; Relaunching Monday, August 27

Social media accounts are constantly changing, and it’s hard to keep up. All university social media account managers are asked to submit their account information to the UMW Social Media Directory (http://www.umw.edu/social/directory/) by Friday, August 24 for the directory’s relaunch on Monday, August 27. Account information already listed in the directory will need to be re-submitted; that’s the only way to ensure the university is publicizing the most up-to-date information.
UMW-affiliated social media accounts are authorized through UMW’s Department of University Relations and are the sole property of UMW. For more information about how to authorize an account, please view the Social Media Policy at http://www.umw.edu/social/toolkit/policy/.

Important Contract Authorization Reminder
The following message is from the Office of Administration and Finance:
I’m writing to remind you that all contracts, regardless of source of funds, must be coordinated through the Procurement Office. In addition, please be reminded that only four individuals at UMW are authorized to sign contracts: President Paino, Jeff McClurken, Lynne Richardson, and Melva Kishpaugh.
It has come to my attention that there is some confusion regarding when contracts must be handled through the UMW Procurement Office, particularly when the source of funds is from the UMW Foundation, student registration fees, or some other non-UMW source. Please note that, when UMW or any department or subpart of UMW is a party to a contract, the requirements of the Virginia Public Procurement Act must be followed, and the Procurement Office must be involved. This is also the case regardless of the vendor or contractor, even when the contract does not involve money, and even if funding is provided by some third party.
The authority to sign contracts must be explicitly granted, and at this time, only the four individuals listed above have that authority.
